San Jose's Measure E, a Real Property Transfer Tax, is seeing an important update effective July 1, 2025.
Originally approved by voters in March 2020, Measure E has applied to property transfers of $2 million or more. However, starting next month, the threshold for this tax will increase to property transfers over $2.3 million.
The funds generated by Measure E are vital for supporting essential City services. These revenues are dedicated to expanding affordable housing options for vulnerable populations including seniors, veterans, disabled individuals, and low-income families. They also play a crucial role in assisting homeless families with access to shelters and permanent housing solutions.
To ensure transparency and accountability, a Community Oversight Committee was established following Measure E's passage. The Housing and Community Development Commission (HCDC) serves in this oversight capacity.
The City Council has a clear allocation plan for Measure E funds: up to 5% of total revenues are designated for administrative activities, with the remaining funds allocated to the critical housing and community development initiatives mentioned above.
